The story revolves around Inspector Kijima Joichiro, played by Terajima Susumu , who appeared in "Negotiator: Mashita Masayoshi" as the field commander of the special crime investigation unit chasing the suspect on the ground. In the story's chronology, this work takes place before "Negotiator: Mashita Masayoshi," and the final scene of "Fugitive: Kijima Joichiro" leads directly into the opening scene of "Negotiator: Mashita Masayoshi."
